    General Administration Department

    Introduction

    The General Administration Department is an important division of the Zilla Parishad, responsible for administrative control over all departments and Panchayat Samitis within the Zilla Parishad and for coordinating with offices. The Additional Chief Executive Officer (General Administration) oversees the work of this department.
    All establishment-related matters and associated cases are examined by the General Administration Department in accordance with government policies and guidelines, and feedback is recorded.

    Appointments for Maharashtra Development Service Class I and Class II, as well as control over cadres such as Assistant Administration Officer, Junior Administration Officer, Extension Officer (Statistics), Laghulekha Clerk, Senior Assistant, Junior Assistant, Driver, and Attendant, fall under the General Administration Department. The Additional Chief Executive Officer (General Administration) acts as the cadre controller.

    Inspections of Panchayat Samiti offices, as per the roster determined by the Hon. Divisional Commissioner, and guidance on their functioning are carried out through the General Administration Department.

    Regular Promotions

    • Under the Zilla Parishad, vacancies in Group C (34 categories) and Group D (1 category) are filled by promotion based on seniority of service.
    • In compliance with the Hon. Supreme Court’s decision, instructions were issued under the Government Resolution dated 07 May 2021 for filling promotional quota vacancies by seniority of service.
    • Promotions are processed in accordance with the provisions of the Government Resolution dated 01 August 2019 of the General Administration Department.
    • A Promotion Selection Committee, chaired by the Chief Executive Officer, was constituted by order dated 24 April 2015 to fill Group C and Group D posts at the Zilla Parishad level.
    • Promotions are granted to employees who meet the prescribed educational qualifications and eligibility criteria as per the Recruitment Rules.

    Granting Three Benefits under the Revised Assured Career Progression Scheme

    • As per the Finance Department’s Government Resolution dated 02 March 2019, approval is granted for the first benefit after 10 years of service in the post, the second benefit after 20 years, and the third benefit after 30 years.
    • Proposals are examined and benefits are granted through the committee chaired by the Chief Executive Officer, constituted by order dated 24 April 2015, following the regular promotion procedure.
    • For approval of benefits, service books, checklists A, B, and C, and necessary documents are obtained from eligible employees.

    Departmental Inquiries and Suspension Cases

    In accordance with the Maharashtra Zilla Parishad Zilla Service (Discipline and Appeal) Rules 1964, the Maharashtra Zilla Parishad Zilla Service (Conduct) Rules 1967, and the Departmental Inquiry Rules Booklet 1991, departmental inquiries against Group C and Group D employees of the Zilla Parishad are conducted. As per Government Circulars dated 13 May 2010 and 14 August 2014 of the General Administration Department, charge sheets are prepared. For suspended employees, charge sheets must be served within 90 days as per Government Resolution dated 09 July 2019. Administrative reviews of suspended employees’ cases are taken up in the district-level committee meetings constituted as per the Rural Development Department’s Government Resolution dated 28 February 2017.

    Inter-District Transfer (Excluding Teachers)

    Guiding instructions for inter-district transfers of Group C and Group D employees (excluding teachers) of the Zilla Parishad have been issued by the Rural Development Department’s Government Circular dated 29 September 2011. Amendments and guidelines have been received via Correction Notifications dated 11 November 2011, 18 October 2012, 18 January 2014, 20 May 2015, and 28 January 2019.

    Transfers are processed within the specified time frames as per the government instructions.

    Intra-District Transfer (Excluding Teachers)

    The policy for intra-district transfers of Group C and Group D employees (excluding teachers) of the Zilla Parishad was established by the Rural Development Department’s Government Resolution dated 15 May 2014. Amendments have been made via Correction Notification dated 02 July 2014, Government Resolution dated 27 February 2017, and Supplementary Resolution dated 07 March 2019. Following these policies and guidelines, the following schedule is implemented.

    Point-Based Roster Register

    As per the Government Resolution dated 29 March 1997, a 100-point roster for direct recruitment and as per the Government Resolution dated 18 October 1997, a 100-point roster for promotions were prescribed. The roster has been updated over time to reflect changes in reservation. A revised roster for direct recruitment has been prescribed vide Government Resolution dated 06 July 2021. The point registers for various recruitment categories of the Zilla Parishad are authenticated and updated through the Backward Class Cell, Commissioner’s Office. Since the Hon. High Court Mumbai in Writ Petition No. 2797/2015 declared reservation in promotions invalid, a Special Leave Petition has been filed in the Supreme Court at the Government level.

    Legal Cell

    • Coordination for court cases, on behalf of or against the Zilla Parishad Chhatrapati Sambhajinagar, in the Hon. Supreme Court, Hon. High Court, or other courts, is conducted through the General Administration Department.
    • A Legal Cell has been established under the General Administration Department for handling court cases.
    • Under the Maharashtra Zilla Parishad (Contract Service) Rules, 1963, a panel of 25 advocates is active.
    • Hon. High Court – 17 advocates
    • Hon. District Court – 04 advocates
    • Hon. Labour and Industrial Court – 02 advocates
    • Hon. Junior Court – 02 advocates; and the responsibility of providing advocates to subordinate departments of the Zilla Parishad on a rotational basis lies with the General Administration Department.
