Brief history:

The erratic monsoon and recurring droughts have become a matter of serious concern for the state government. Drought conditions create food, employment and water shortages in the rural areas of the state. Therefore, to reduce the threat and adverse effects of drought on the rural population, the Maharashtra government has taken permanent and long-term measures by providing work to unskilled laborers. And during the severe drought in the state, conservation of natural resources in rural areas and management of forests, soil and water, etc.

Considering all the above, the State Legislative Assembly passed the Maharashtra Employment Guarantee Act, 1977 and implemented it throughout the State. Under this Act, the Maharashtra Employment Guarantee Scheme was launched and two different schemes were implemented throughout the State.

  • A scheme to guarantee employment to all adults residing in rural areas of the state and willing to do manual labour.
  • A personal benefit scheme as per Section 12(e) of the Maharashtra Employment Guarantee Scheme Act, 1977.

During the year 2005, the Parliament of India passed the National Rural Employment Guarantee Act (now known as the Mahatma Gandhi National Rural Employment Guarantee Act) and made it applicable to the whole of India. Section 28 of the Act provides that in any State where a law exists or has been enacted to provide employment guarantee to rural households for unskilled manual labour work consistent with the provisions of the Act, the State Government shall have the option of implementing the Act provided that the guarantee is not less than that provided under the Act.

Accordingly, the Maharashtra Government has opted to keep the Maharashtra Employment Guarantee Act, 1977 in the year 2006. However, in 2014, the Maharashtra State Legislative Assembly made necessary amendments to the Maharashtra Employment Guarantee Act, 1977 Act to provide funds to the State after the MGNREGA Act, 2005, thus changing the procedure for implementation of the scheme and the above amended Act came into force in the State.

Mahatma Gandhi National Rural Employment Guarantee Act (2005) (MGNREGA 2005 Act):

The Mahatma Gandhi National Rural Employment Guarantee Act, 2005 (MGNREGA) was notified on 7 September 2005. The scheme framed to implement this Act is called Mahatma Gandhi National Rural Employment Guarantee Scheme-Maharashtra in the state.

Maganaragrarohayo’s order:

The main objective of MGNREGA is to guarantee employment for at least 100 days in a financial year to every rural household whose adult members are willing to do unskilled manual labour.

Main objectives of Maganragrarohayo:

  • To provide at least 100 days of unskilled manual work per financial year to every family in rural areas as per demand, resulting in the creation of prescribed quality and sustainable productive capacity.

  • Strengthening the livelihood base of the poor.
  • Actively ensuring social inclusion.
  • Strengthening of Panchayati Raj Institutions

The goal of the Maganragrarohyo is:

  • Social protection for the most vulnerable in rural India by guaranteeing wage employment opportunities.
  • To enhance the livelihood security of the rural poor by creating wage employment opportunities to create durable assets.
  • Revitalizing natural resources in rural areas.
  • Creating a sustainable and productive rural economy.

Employment Guarantee Scheme in Maharashtra (Rohyo in Maharashtra):

Currently, the Maharashtra Employment Guarantee Act, 1977 (as amended up to 6th August 2014) is in force in the state and the following two schemes are running under this Act:

  1. Under the Mahatma Gandhi National Rural Employment Guarantee Scheme –
  2. Maharashtra (MGNREGS), the Central Government guarantees 100 days of employment per family and provides 100 days of funding per family for labour expenditure. The Maharashtra Government bears the financial burden of the labour expenditure of each family beyond 100 days.

  3. As per Section (12) (e) of the Maharashtra Employment Guarantee Act, 1977, the individual benefit schemes are implemented on a reimbursement basis as grants.
  4. Apart from this, state government funds are used for the following works
  5. To complete the skilled works in progress under the State Employment Guarantee Scheme.
  6. For compensation for land acquired under the State Employment Guarantee Scheme.

Responsibilities of Gram Panchayat:

  • Family registration.
  • Providing employment.
  • To conduct a pre-annual assessment of employment needs through the Gram Sabha, as well as to determine the planning framework and work priorities.
  • Social Audit and Transparency.
  • Efficiency Committee.
  • Employment Day.
Coordination, monitoring and work planning of all Gram Panchayats in the committee area
